The Districts know all about this but dismiss it with a “wink and a nod.” More kids in school mean more $$ for that school from the State. The MR payors are livid about this but NOTHING will ever be done to tighten the residency requirements.
Just stand outside any South County MS/HS when cars line up to p/u students after school and count the Baja plates.
In the Elem. schools, the parents are more “stealth.” They park their Baja-plated vehicles in the neighborhood BEHIND the school and walk their child across the school grounds to class in the morning and wait outside the classroom door for them to get off in the afternoon to walk them back to the car.
Yes, there are residency procedures before school starts. The items a parent has to produce include a “care affidavit” (for a “relative’s” kid – who’s to know??), a “lease” (C’mon) and a “utility bill” (does not have to be in same name as the student). How hard is that??
I once knew a lady on AFDC who bragged she made $40 mo. ea. from the parents of 17 different kids from 12 different families who lived in MX to have all their school correspondence routed to her rented home. It was a 2 bdrm. 1 ba. house w/no garage in Chula. Since the kids all went to different schools in three districts (it’s NOT unified in South Bay), there was no cross-referencing of her address. Still isn’t.
This lady was forced to work off her AFDC by doing filing for us 3 days a week.
