It had showed up at my college back in the ’90s. Great book. Zinn’s historical clarity is eye-opening.
By the way, the Pentagon and Civilian Response organizations write contingency plans for just about everything under the sun. During the unrest of the 60s all sorts of stuff was planned regarding mass civil disobedience.
During the 50s it was Nuclear War.
Terrorism has been the latest fad to get lathered up about. If you go back to most of the reports published in 2002, you’ll read about how these organizations are totally unprepared for “ABC” or “XYZ”. Insert the latest ‘FOM’ (fear of the month) into ‘ABC’ or ‘XYZ’ and the reports read pretty much word-for-word.
This really isn’t news. Wake me up when the Mexican Tanks overrun Chula Vista.

March 13, 2009 at 10:20 AM #365236OperationParticipantFrom the War College Report:
“”Deliberate employment of weapons of mass destruction or other catastrophic capabilities, unforeseen economic collapse, loss of functioning political and legal order, purposeful domestic resistance or insurgency, pervasive public health emergencies, and catastrophic natural and human disasters are all paths to disruptive domestic shock,” the report continues”
Talk about cherry-picking an economic implosion to play into the “Fear of the Moment”. This report indeed covers all sorts of juicy doomsday scenarios.
