OT: How to type on a downloaded PDF form

If I want to download a PDF form and type on it, what software program do I need? This document can’t be filled in online so I hope to type in it rather than hand write. Hopefully there is a free software download that will work. I appreciate any comments and suggestions.

There are some online sites that will allow you to populate the form with text boxes that you fill in. But from my experience it is much easier to just fill out the form by hand and scan it. Sometimes the free sites, put a watermark on the form to get you to pay…conveniently not telling you this until you have spent 30 mins filling out the darn form. Not that this has happened to me or anything.
