ParticipantIRS wanted to push requirements for tax preparers, they were rightfully slapped down. You need an ID # that costs $50 and an SSN, no other requirements.
You don’t need to be a CPA to prepare Federal income tax returns. Some states might impose their own filth, of course, but there’s no Federal requirement anymore.

As an added bonus, if the person works at a large employer, things get a lot more interesting once you start to really get into legality.
If he’s intending to sublet a rental, he’s already shown his attitude to be “f**k the rules.” Credit score, employer, or not.
Personally, I hope he found a place to rent out, just as long as it’s not yours. Or mine. Got to admire anarchic entrepreneurship.

Drive used cars, buy a duplex or 50-year old home, don’t renovate the kitchen/baths if they’re functional, plenty of electronics to be had cheap on Craigslist, etc.
Live like 30 years ago, not like in 2016. If you have any extra money, use it for travel (student style not fancypants) rather than acquiring more useless toys.
SS is no real issue:
40 quarters means 10 years of work with at least $1260 pay per quarter. i.e. 10 1/2 hours of work per week at $10/hr assuming one week off per quarter.Any part-time job should cover that.
