Rushed into passage? It took more than a year to get the bill passed. How much time do you need?
California passed Tort reform in 1970s. It didn’t help that much with the rising cost of healtcare.

I didn’t see auto rates increase in CA. In fact, my auto insurance rates have come down substantially when I switched to Wawanesa (A Canadian company that is very well managed).
We now have a much better system with the DMV automatically canceling registration of uninsured vehicles.
