I can tell you from experience that there are all kinds of rules related to easements, unfortunately/ or not they are not enforced. It is true however that you cannot block access, if you build over those manholes you will eventually(could be many years) have to tear it down. I would be ok with man holes,think of it as your own private bomb shelter, just kidding.
