Sewer and Storm Drain easement in your back yard! How bad is it?

I was looking to by a property in 4S ranch area. I like the house but have notice a pair of main holes deep inside the backyard. I did not pay too much attention at begining although it made me uncomfortable.

Right after I left the property, I met a nice neighbor and had a few minutes conversation with him. He told me that’s the city’s easement but they rarely come.

Does anyone have experience with these types of the easement? I did online search and seems you may not build a fence to keep the easement line out.

I can tell you from experience that there are all kinds of rules related to easements, unfortunately/ or not they are not enforced. It is true however that you cannot block access, if you build over those manholes you will eventually(could be many years) have to tear it down. I would be ok with man holes,think of it as your own private bomb shelter, just kidding.
