I will never get another pool. Just too expensive and wasteful for me.

Even if we come close to rationing our water rates are likely to climb by 20-40%, making a pool and/or spa much more costly.
Find a place where the HOA maintains and pays for a pool is my best advice.

I would guess that you could call the power company and they could give you guidelines on what it costs to run a pool.
Since we are dealing with fluids going from a 30000 gal pool to a 15000 gal pool will cut the expenses way more then by half.
