There is no perfect way to predict what people will do in the future, no matter what tests you put people through pre-employment.
The best you can do is put reasonably good pre-employment filters in place along with good processes for dealing with those who end up going south.

If you want to complain, complain about union rules that protect them, allow them to retire instead of be fired in these types of situations (like the Miramonte teacher), and the frequent, blind union defense of them.

This hogwash of super stringent hiring and training that selects of the only the best, brighest and most ethical is the point fo contention. They are humans just like the rest of us.

You have a right to demand higher standards considering the level of responsibility and training that is given to them. I believe the public agencies go cheap on the psychologists and end up with low bid people. Low bid is not the way to go for cops. I am not sure what tests the firefighters use to screen their folks, but at one time they did not even screen them as stringently as law enforcement and that is a big mistake (IMHO).
