Nevermind, I called Sea World and they are aware of this animal. They have been trying to catch it for a few months now. Since today it is close to the street they are going to ask the lifeguards if it is a good time to attempt to catch it.
Sea World? That’s a circus-type private business. Granted, SW does have expertise, but shouldn’t we call scientists?

Where is the beach in South Bakersfield?
It’s only there during the rainy season or when the sewer overflows.
