Landlord.

Yeah… seriously. This is why bathmats exist. So you can easily pick them up, wash them, and lay them back down.
Mmmmm…speaking from the role of tenant – I clean up my own messes. I don’t expect a landlord to essentially pay for damage that I caused.
But one could argue that carpet in the bathroom is a “hazard” in and of itself and that it’s the landlord’s responsibility.
I would say the landlord is in the clear. Was carpeted bathroom mentioned by tenant at moving or referenced in inspection paperwork?
To me it doesn’t sound like your friend’s problem.
