Talk to an engineer. You might get your some of your shear wall and hold down requirements done more easily with the new construction garage, mitgating some of the cost of getting the whole thing done compared to the smaller addition. There may be other factors too, one way or another due to engineering.Building over the garage is usually less expensive than other areas so negotiate with contractors with that in mind.
