ParticipantNew construction may not be using these exact windows – but they have to be title 24 compliant – which means they are almost 100% guaranteed to use energy efficient windows. This has been true for several years. We were applying for the permit for our granny flat in 2006/2007 – and had to comply with changing standards on the title 24 requirements. The 2005 requirements came into effect while we were mid-review of the permit – and we had to make changes. The 2008 requirements went into effect 1/1/2010.
(I apologize – I think I referred to title 20 someplace else. It’s title 24).
It encompasses a lot more than windows – and I suppose if absolutely everything else was super efficient, you might not need the argon filled windows – but it gets you the best bang for your buck when doing the calculations.

The 7,400-square-foot two-story home on Camino de Arriba near Punto Del Norte was reported ablaze just before 6 a.m., said Rancho Santa Fe Fire Protection District spokeswoman Julie Taber.
When firefighters arrived at the house in the private gated community it was fully engulfed, Taber said.
The home was close to being finished and was not yet occupied.
“It was heavily, heavily damaged,” she said.
About 30 firefighters from Rancho Santa Fe, Escondido, Carlsbad, Oceanside and Encinitas battled the flames for at least three hours, hampered by poor water pressure, the sheer size of the home and the collapse of the roof in one part, Taber said.
So, response was not the issue. 5 fire districts responded. The lack of water pressure and size of the fire were the issue.

ParticipantI can’t speak specifically to CA laws… but I was in a similar situation in PA. It was a large complex and the rental agent told me verbally some terms that differed from the lease.
I saw an attorney and he said it could go either way in court. I had a lot of evidence that showed I’d have never rented the place without the verbal terms suggesting I could break the lease if I bought a house – they had the signed the lease.
I ended up negotiating a settlement… I let them have the security deposit (1 months rent) even though I gave 60 day notice and left it spotless, as well as one additional months rent. They had originally demanded the 5 months remaining on the lease.
The legal department of the complex admitted that the rental agent had probably offered me verbal terms – but that didn’t matter. Very frustrating.
