It looks like our intell about what the J6pack Iraqi residents would do if we actually invaded, but it looks like we lack intell about their culture and do not understand the various factions involved and their historic feuds with each other. I read that it was because the CIA has been relying on electronic surveillance rather than operatives, part of the cut back during the previous administration, but I am by no means an expert on this issue.
