This has nothing to do with shortages. it is all about price speculation. Why not buy your next six months rice needs when you know that the shop price will be sky rocketing in future weeks.
For those who do not remember the inflationary days of the 70s, it was par for the course then to fill up your garage with non-perishable supplies since the return on them was much greater that the after-tax rate of interest on savings.
