I wouldn’t worry about new laws hurting the economy.
First and foremost, Cap and Trade is a money making scheme. But shouldn’t we get in on it before others do?
France unveiled with great fanfare its scheme to make Paris the bourse of choice for trading carbon credits (before they backed off when nobody else joined).
Plus I don’t see what’s wrong with making money, creating a new industry and helping the environment (albeit only marginally).
