I would argue that they are different when applied to your primary home.
Prop 13 & the v. small $250k/$500k cap gains exemption combine to make it much less favorable for folks to move home, even more so at today’s prices.
I see this as a bad thing both for the economy & generally, for a number of reasons.The UK has full cap gains exemption for primary homes.

I have been surprised that commercial real estate has not hit a bigger downturn since the pandemic started. With more online shopping, I had expected to see more stores shut completely. And with more companies leaning in to wfh, I’d expected more offices to close permanently.
It also continues to surprise me to see rush hour as busy as it is (..at least anecdotally on the occasions when I find myself driving somewhere during those times.)Actually, all this is anecdotal observation, as I haven’t seen much compelling data on commercial real estate that fits my previous (layman) expectations.

Sdr, how TF do you get a (monthly?) water bill of $40? Who’s palm or other bodily appendage do I need to grease to get in on that?
I also do not have any irrigation, but my last SD water bill (2100sq SFH) was $173 bi-monthly. My Base fee & sewer fees alone were over $60/month, so I ask you.. WTF? do you have a mini desalination plant on your property and have net-metering setup for that, too?

I was able to get the sales rep to agree that my home is in a firezone and requires “firezone” windows to be to code. (“Firezone” windows simply means that one pane is tempered glass.)
The sales rep offered to install firezone windows for no additional cost, but refused to cancel the contract and refund my deposit.
Having lost trust in the sales rep and company, I then followed the credit card chargeback route to recover my $1000 and, 2 months later, just finally heard that my chargeback has been ​approved and refunded to me.If the chargeback had not been approved, I would have been happy to take the Contractor to the small claims court, simply to experience the process. However, I’m very glad I don’t need to.
I guess it’s possible that the Contractor will now come after me for contract non-performance. Hopefully, they’re too busy for that type of shenanigans.

ps. having pursued the credit card chargeback process numerous times in the past, it’s not nearly as much of a slam dunk process as it used to be. Additionally, my credit card company (a Credit Union) has outsourced the entire chargeback process to a 3rd party, co-opfs.org.

The current (“Fixed Rate”) interest rate on these is 0% for 30 years until they mature. It only looks good right now due to the additional 7.12% (2 x semiannual inflation rate).
A year ago this was 1.68%, not 7.12%. Who knows where it’ll be next year?

TBH, I can imagine myself making the same decision as your tenant, on the grounds of:
-I like to make the occasional outrageous request (politely) and a couple of times have unexpectedly gotten a positive response.
-I have a general aversion to authority (ie. Coronita, the landlord)
-I generally hate inefficiencies (ie. a home being empty/unused for 2 months) and try to embrace change over maintaining the status quo.
-Before Kids, I had an income where dropping an extra $300-400/month would not impact my lifestyle materially.Who knows, maybe he’ll come back, find a better place where he finds/makes new, lifelong friendships.
Or maybe he’ll come back, pay more for a worse place, become unhappy and get pushed in new direction.
To me, either of those options might be better than coasting along, same sh*t different day.tb
