Other than a couple of very short delays, the foreclosure process problems that servicers face in other states isn’t something that has had much of an effect on foreclosures in California. There are some top-down decisions that lenders may make (and may have already made) that will speed up the process. This isn’t one of them.

I was looking at the wrong year, for 2011-2012, from the SDSU website, it’s $5,990.

Not that it would likely change your conclusion any, but then numbers are about $6,000 for in-state tuition and fees at SDSU for the current academic year and about $11,500 for UCSD.
SDSU is still a great deal. The UC’s are no longer on the low side of public universities, but still a great deal for the quality of education.
