I am not sure you have to have a birth certificate for a passport if you have other docs. The rules are online.

You absolutely need proof of citizenship. A birth certificate or certificate of naturalization is mandatory to show this.
Besides, he’s released his birth certificate. A few on the right continue to try to make out that it’s phony, but nobody with any credibility claims it’s a fake anymore.
