There is no way to change existing contracts? What about bankruptcy? What city can afford 47% of the budget going into pension funds? This is an outrage.

The point is that the govt is over paying and they are running out of money. I bet you with better management you can reduce the cost by 30 percent. The average salary is about the same as the average Engineer who makes $86K. Total compensation for the average Engineer is only at $119K. And Engineers don’t get to retire at 50. Wonder why the US is not competitive in Math & Science?
