ParticipantFrom what I’ve read in the U-T, the City, esp. in councilman Young’s district (who is pushing this), will be buying up some of these foreclosed properties, and thus be in competition with the private sector investors.
If these will be houses and apartments rented out by the City to Housing Commission tenants, look out for some unfair competition all you investors.
Almost certainly, the City will not pay for building permits for any rehab, will not pay the annual rental tax, will not pay market interest rates if borrowed money is used, and may not even pay property taxes.

If the test scores now more starkly define school quality, and the savvy, higher income parents gravitate to these area, where does this leave the poorer blacks and latinos? They are stuck with the failing schools and impossible-to-fire teachers.
The NCLB program, for all its faults, at least attempted to measure performance, the first step toward improvement. The next step ought to be to both improve those measures and then implement real steps fundamentally reform ALL schools.

ParticipantCollege teachers can be the most naive and foolish people in the world, especially if they went from college to grad school to teaching. For a really depressing and revealing experience, walk the halls of any faculty office building and see what they put on the bulletin boards outside their offices.
