Yes. Renters are allowed to invite an inspector into a property. They can also contact the inspector to come look at the property. Pretty obvious why this is the case. Bad landlords not keeping their property maintained.
To the OP. I am surprised you want to do work without a permit in rental property. It is maybe an urban myth but I thought that non permitted work was occasionally used by insurance companies to deny liability coverage. Leaving the Landlord bankrupt.. It does not seem worth such a large risk to avoid a small payment for a permit.

I think these charts explain why real estate and renting is so expensive. More people overall, and less people per household.

ParticipantEventually these “Exclusive Agency” properties will turn up as “sold” listings on both Redfin and Zillow. I always find these listings curious as the prices are sometimes odd.
In my area we just had a flip sell within a day. Seemed very expensive for my area, but they did seem to do a lot of work on the house. This listing never got on Redfin and Zillow. One open day and gone.

ParticipantIt is a lot cheaper for Diapers, Milk, Bread, eggs, tissues and rolls, even the wine i like is cheaper (Kim Crawford Sauv). Even one off purchases are cheaper like tires, TVs, pianos. And I get money back with Amex and executive membership. The fact they make their money from the membership shows how that they cut prices to almost cost.
Finally, like Trader Joes, they treat their worker very well. Vons and Ralphs seem to be at constant war with their employees.

I would have loved to live around scenic drive above La Jolla Shores. But so would a lot of people and therefore the prices are out of my reach. But I could afford, and bought, a house in Bay Ho in 2014. Less people wanted to live in that area so it was cheaper.
There is a house in my area for low 500s. Is that not close enough to the coast?
BTW, the problem with being close to the coast is commute times. When I lived in PB my commute was a pain. Now my commute is great.

When getting a no cost loan and refinancing to a lower rate it, you start to save interest and benefit from day one; the day your new loan funds.

This was my experience. My first refi was to 4.0%, but the rates that day were 3.9%. The bank offered me money to take 4% instead of 3.875%. My second refi was to 3.625%. And the rates that day were 3.55%, and i took the money the bank offered to take 3.625%. In both cases the refi cost me nothing. Also, the second refi got rid of the remaining PMI by dropping the LTV to 70%. All within 12 months.

ParticipantI do not see the attraction. How much is maintenance on a plane? Fuel? Landing fees? Also, when you need to go buy some groceries, where is the nearest store? IF you feel like a drink or dinner, where is the nearest nice restaurant or bar? Can you get a UberAir home? How do your friends pop round to visit? Do your kids get homeschooled?
If you fly to San Diego I guess you will land at Montgomery Field, which is miles from the beaches or anything. In fact, does it cost money to store a car at Montgomery Field?
It honestly sounds like some prepper fantasy. Most people want to stay closer to civilization. Humans are nothing by themselves.

Where would you live if you sold? Rents are crazy. It is cheaper for me to pay my mortgage than rent (even a lesser property), and we only bought at the beginning of 2014.

ParticipantIn case you are still interested. The suggestion of University City (west of regents, south of rose canyon), seems to make perfect sense. The commute to REI will be a breeze, the locals schools are good, the price can be sub 1M, the lots are big, and the community is pretty nice (plenty of parks etc.).
You might even venture south of the 52, there are nice parts of Bay Ho, Northwest Clairemont, and Bay park. Great location, and the houses are even cheaper in these areas. You can just send your kids to one of the Montesorri schools nearby with the saved money.
I like CV, lots of friends of mine live there, but it was pricey for me as a FTB and I wouldn’t fancy the commute. I did not consider MM as the traffic seemed a little tough and I think they are building a load more stuff to make the traffic worse.

All of the places I lived in west of the 5 did not have a fan. But i never had a problem with mold as long as i opened the window.
