ParticipantI have a vivid recall of this lady’s situation. She had the place fixed up in accordance with Feng Shui principles and it was very “Zen” inside.
The NIMBYism of the neighbors thwarting her at every turn drove her to the brink.

Participant
. . . Look five miles to the southwest, you have San Ysidro High (hispanic: 656) and Montgomery Senior High (hispanic: 627). I bet, more than a few of these walk across the border from TJ to school every day.
Yes, Eugene, it’s more than a few. They walk, catch the trolley AND drive across by the hundreds (and probably thousands). The Districts know all about this but dismiss it with a “wink and a nod.” More kids in school mean more $$ for that school from the State. The MR payors are livid about this but NOTHING will ever be done to tighten the residency requirements.
Just stand outside any South County MS/HS when cars line up to p/u students after school and count the Baja plates.
In the Elem. schools, the parents are more “stealth.” They park their Baja-plated vehicles in the neighborhood BEHIND the school and walk their child across the school grounds to class in the morning and wait outside the classroom door for them to get off in the afternoon to walk them back to the car.
Yes, there are residency procedures before school starts. The items a parent has to produce include a “care affidavit” (for a “relative’s” kid – who’s to know??), a “lease” (C’mon) and a “utility bill” (does not have to be in same name as the student). How hard is that??
I once knew a lady on AFDC who bragged she made $40 mo. ea. from the parents of 17 different kids from 12 different families who lived in MX to have all their school correspondence routed to her rented home. It was a 2 bdrm. 1 ba. house w/no garage in Chula. Since the kids all went to different schools in three districts (it’s NOT unified in South Bay), there was no cross-referencing of her address. Still isn’t.
This lady was forced to work off her AFDC by doing filing for us 3 days a week.

ParticipantIn the South County malls, it’s people from MX buying the exp. bags and shoes. When there’s a big sale, they buy them by the dozens, i.e. Macy’s five-hour clearance – 95% Baja plates in the parking lot.
Most can’t get American credit cards and are cash buyers.
Remember, folks who live there have A LOT more discretionary income than we do as the living exp. in MX is MUCH cheaper than SD and they still work here – read Sentri pass. I know many Americans that have one, and several who live there and work here. Not all work in low-wage jobs at hotels and restaurants as is the common misconception. Some are lawyers, accountants and dentists, etc.

ParticipantExc. SANDAG data, UCGal. Thanks for posting.
Does this survey take into account all trust, annuity and interest income of households in addition to W-2 and Schedule C income? Where did SANDAG get their numbers?
I completely agree that one can live fine on a low or MC income. I myself do this and am able to completely stay out of debt, save my house note. My “greatest generation” parents taught me well – LOL.
Don’t judge an owner by their house and conversely, don’t judge a house by its owner. Some low-income owners survive fine in very nice properties and areas and some “wealthy” owners reside in the same property they bought in 1952, where the ‘hood has “gentrified” significantly since then but still suits them just fine 🙂
