It is depending on which way you are heading. I am taking Rt56 west to Rt5 south around 7:00am, and it has no traffic any more. But if you try to take the same route later time, it might be different a little. At evening, merging from Rt5 north to Rt56 east is a little headache due to heavy traffic.
Now, it looks like they are trying to add one more lane around up to Carmel Valley exist, but not sure if it works better.In the future, the traffic will get worse since many houses are getting built in Del Sur/Pacific Highland etc.
By the way, I am not sure of how people are arranging their work hours there in San Diego. They come late and leave early.

Hey now you weren't the guy reminding the teacher or professor about the assignment they forgot to collect were you? Some employers must be ok with adjusting around rush hour.

I commute east in the morning, and west at the end of the day, which is against traffic (typically, 56 west is bad in the morning, and 56 east is bad in the afternoon).
It takes me about 15 minutes to reach the end of 56 in the morning, and ditto to reach the 5/56 interchange in the evening around 6pm… There’s no problem coasting at 85+mph, minus the CHP’s. Unfortunately, there has been quite a lot of them lately,so be careful. There’s usually one parked right under the Carmel Valley Road overpass westboard in the evening.

If you’re exiting before the 5 in the evening it should also be good for you. Where you might see traffic is along the 15-163 merge in the evening.
