I think he’s actually saying he won’t make any payments on anything that is taxed during those 40 days. After all, gas is taxed and he plans on consuming it during the 40 – he just won’t be paying for any during the 40.
If he pays his elec and phone bill late, then he will still be able to claim he made no tax payments during the 40.
It will be a boring 40 days though.

I think it fails on both fronts. 1 person won’t have an impact protesting for 40 days – especially if they pre-purchased items like gas.
If it’s to save money you miss opportunities to stock up on items you’d use anyway, when they’re on sale.
I find it much more effective to just be thoughtful in my purchases. Asking myself “do I really need this” and if the answer is yes I ask “can I postpone this purchase for a week?”. If the answer to that is yes, I postpone – and often find I don’t need the item anymore. It’s curbed a LOT of impulse purchasing.
I know I wouldn’t be able to go 40 days without refilling gas. We have 2 cars and 4 bikes – but the kids need to get to their sailing camp and it’s not time efficient to ride bikes or take the bus. I don’t have spare vehicles or an RV to siphon from.

I save money by not spending. The other day, I went to the mall. There was a cool picture frame on sale. I was going to buy it. Then I asked myself if I needed it. Don’t need more clutter so didn’t buy it.

Most groceries are not taxed. At least the staples that you use to cook with aren’t taxed, I’m not entirely sure about the processed stuff. I don’t usually buy it.

At Subway the cold sandwiches are not taxed, but the hot ones are taxed.

I never buy drinks to go because they are expensive and habit forming. But I know people who buy drinks several times a day. Observing people’s habits is highly entertaining.
