    Yes I would take him to small claims. You’ll either embarass the shit out of him or you will learn something. Let us know what happens. Most locks these days can be rekeyed without removing them, I did this myself to a lock I had to repace in under 30 seconds and I’m no Houdini.

    Legally they have to re-key the home so I do not see how this is revelant.

    I think this is the landlord testing your resolve over his BS.
