Oleanders are nice when trained as patio trees. They look good when they flower. Once established Oleanders don’t need watering.
It will cost you water in order to grow blueberries.
I suggest that a low-water landscape with lots of hardscape (with planter areas for blueberries, strawberries, tomotoes, lettuce, etc) to create an outdoor living room. Your house will live bigger and be more enjoyable with a year-round outdoor living room.
