He did not rule CC not a science. He ruled his understanding on how do deal with it akin to a religion. Unlike the religion of completely ignoring the earth, as if we are some how separate from it and unaffected. Monumental difference to the point you are trying to make.
All political, economic and social systems are belief systems by definition, exactly like a religion. From big government totalitarian socialism to free market barbarism or our current model of state sponsored gangsterism.
Science operates under a different set of rules.
Somewhere along the line the ruling class converted christians to capitalists as their new religion.
We now live in a time where science shows, and actually common sense at this point, unfettered exploitation of the earth’s resourced coupled with population dynamics and the subsequent polluting of the environment is going to lead to a really shitty future for the vast majority, to the contrary of the invisible hand mythology.
So, what do capitalist religious zealots do? Claim the findings declaring their religion not working are based on a persons desire for a specific governing system rather than the findings driving that persons understanding. Hence projecting their own zealotry.
