Check out the data provided by a Pigg (esmith, I think). This shows the relative strength of some of the areas (e.g. Carmel Valley, Scripps, 4S Ranch, Carlsbad, Encinitas, Penasquitos/ RB).
Note that more recently RB/PQ may be starting to show steeper declines.

But this is thread is very odd. Wishing people were laid off just so you (which will be effected by these lay-offs as well, lol) can buy a house is a bit evil. Truth be told, you wont buy if you yourself (government/city employee or whatever you are) are out of a job as well.
