If you own your home free and clear, you will get a check for the repalcement cost. You can do with it as you please. If you want to sit on an empty lot and use the money on something else, you are free to do so.
The insurance company can’t make you rebuild. They really don’t care if you rebuild.

I had to send the lender the insurance check, they endorsed it and mailed it back to me. I had to sign a promise to restore the house to its prior condition.

Besides, I do not think the arson can escape the financial responsibilities even if they set fire on their houses intentionally.
