ParticipantIANAL but by convention the things you mention typically convey with the property. I do not know if it is ‘illegal’ for the prior owner to take these with them but you could certainly bring it up as an issue in the final walk through before you close escrow.

ParticipantI had to disclose that I planned to take a dining room fixture with me when I sold my house. I also had to buy and install a replacement (not as nice… no one said it had to be nice) before closing.
My understanding is that things that are physically attached are assumed to convey… So kitchen cabinets convey. Shutters that are screwed in, convey. The curtain rod brackets convey. The actual curtains are up for negotiation. Light fixtures (wall or ceiling mounted convey). Lamps do not.
