Without getting into too much detail sdcellar is correct about using one comp. My statement on the market wasa generalization for SD county and there could be differences in micro areas. Perhaps MM didnt start going up in 1997 as much as other areas and 2000 was a catch up year. Also need to be careful when using percentages as they can be much smaller in later years despite involving much bigger dollars.
