While you can’t be 100% sure by looking at the aerial pictures, there are tell-tale signs.
From my experience, the strongest indicator to the weakest are:
– Width of the roadway
– Lack of curbs
– Lack of sidewalks
Most cities have standards for all those things in newly developed areas (and it looks like the homes on that road are new). Red Hawk Lane is narrow without curbs or sidewalks.
It may be outside of the city and in the county instead, in which case I think there is more leeway and it is harder to determine public vs private.
