Whenever you see wide gap between lanes going in opposite directions you should assume that additional lanes will be added. That was the case with Camino Del Norte / Camino Del Sur, that will happen with Carmel Valley Road as well as Hwy 56 (I think the plan is to expand 56 to 4 lanes each way).
I don’t like Target there. I like high-density subdivisions that will fill in the space between the big box store and the high school even less.
