the gov. should be involved in prohibiting negative action. harvard cant say, NO JEWS ALLOWED, like the old days.
if harvard allotted 70 perc of its slots in affirmative action for jews, then thered be 70 perc less spots for everyone else. even if its unclear who is affected by that 70 % , it feels disingenous to say negative action is wholly different than affirmative action. at least negative action is clear. affirmative action is covert.
