Chivas has the lowest attendance in MLS and that is the club that was supposed to capitalize on proximity to Mexico. It would make more sense to have Club Tijuana play some of their games in San Diego.
On the other hand SD Sockers attendance is good, more than 50% of what Chivas generates and there are some decent clubs (Surf, Sharks, Carlsbad) north of 8, so there might be some potential for MLS franchise.
