You have a right to demand higher standards considering the level of responsibility and training that is given to them. I believe the public agencies go cheap on the psychologists and end up with low bid people. Low bid is not the way to go for cops. I am not sure what tests the firefighters use to screen their folks, but at one time they did not even screen them as stringently as law enforcement and that is a big mistake (IMHO).
