I agree that this is only one half of the story in this particular example, but there have been enough of these stories around that I believe there is a real problem with the system.

You are implying that there is some due process in this case.
The terrifying part of these stories is that there is no defense, and there is no process on which the agency needs to give up.
This story is like something from Kafka – The family has been sentenced with the ultimate punishment, without due process, without appeal, and without any indication that a crime has even been committed.[/quote]
