I may have gotten ahead of myself on the actual budget cuts. Most of them are proposed by the administration but overruled by Congress.
But in general, the administration has been doing everything in the Executive Branch’s power to attack agencies that are not pro-business/pro-Trump, etc. Actions include not fill positions, when filling positions, adding political appointees with no relevant experience, overruling experts, etc.
