Yes, you need to a get an intel based mac. the PowerPC’s don’t work. The cheapest route would be to get the MacMini (the price just dropped because Mac just upgraded the model to include the Nvidia video chip instead of using the intel graphics).
You can reuse your PC’s monitor, mouse, keyboard.

Also, factor in that you will also need to either get a iphone OR get a ipod touch eventually(if you don’t have one already). I’ll probably go the ipod touch for now). I guess you can write this all off.
If you really think your idea is unique, see if you can work with a patent attorney. You might end up wanting to outsource the work, and I wouldn’t take chances on it.
Just follow the directions, and examples. You need to register.
