There will be ballot initiatives on this in the coming years. Not soon enough, unfortunately, but eventually it will become the issue as the state moves closer to the brink and and the proportion of the budget that goes to pension payouts continues to grow. Revenue from Brown’s ballot initiative to raise taxes, if it even passes, will barely put a dent in the problem.
The only workable solution is new legislation that guarantees, by law, that schools are funded first and pension payments are subject fiscal realities.[/quote]
