I could go for a quick phased in approach.
A very basic heated structure, which is easily cleaned for a 1-3 week detox.
Move to progressively better/more privacy as milestones are met.
Conditional can work for some and completely unconditional isn’t workable for the facility and staff, but key concepts from both might come together.
