What’s to stop an app-hail company from CHARGING car owners a commission to match them with rides, with the final payment being handled between the car owner and customer (either via Square, Google/Apple Pay, or by good, old-fashioned cash)? At that point, the app-hail company would be operating as a true service, not as anything resembling an employer.
