If the guy’s that much of an asshat, I’m not sure if it’s worth spending money to appease him. You really can’t win with people like him, so why bother trying?

If he persists in harassing you, put up a camera (even if fake). His behavior may not rise to the level of harassment or disorderly conduct, but he may behave himself if he knows that he might end up with a lawsuit on his hands.
