+1, my point exactly. If it’s about keeping the air clean, then it shouldn’t matter if you slap a turbo on your car or install a bigger motor. In CA, you can slap a bigger motor and reregister your car as the car that the engine came from. However, you can’t slap a turbo on your current engine. Even if it’s actually cleaner to go the turbo route.
