Clearly you didn’t read the article; they didn’t outsource public safety. However, you are assuming that ‘not for profit’ government is always looking out for your best interests and has no profit motive. I’d say that they definitely do have a profit motive and the unions are the ‘shareholders’ who benefit from that profit.
