Building from LA to SF is relatively easy. The stretch from SF to San Jose will reuse existing tracks, the stretch from San Jose to San Fernando Valley is unpopulated. They only have to worry about 15 or 20 miles from Newhall Pass to the Union Station.

On the other hand, building from LA to SAN through 100 miles of dense residential neighborhoods will be a NIMBY nightmare.

Their official projections are that the LA-SF stretch will have double the ridership (in passenger miles) of the LA-SAN stretch.
