I didn’t see anything racist about his post. It’s okay to use the word “black” and “criminal” in the same sentence – he’s obviously not implying that all blacks are criminal, that would be stupid. However, in the U.S., crime rates in black neighborhoods are higher, blacks commit more crimes than other ethnicities, and they are also more often the victim of crime. Those are facts, and it is in no way racist to say so. Detroit just happens to have a population that is more than 80% black, a large percentage of them poor, which makes for a high crime rate.
In my opinion it’s both a cultural and government problem. Take a black person out of the typical government-created ghetto environment (extreme poverty), and assuming they are able to voluntarily give up some of the negative things the ghetto has allowed to foster in their culture (gangs, drugs), they have just as much chance of succeeding in life as a white person. If they are NOT able to lose the negative aspects of their culture, the problems just move with them. Again, this has NOTHING to do with race, and everything to do with an individual’s tendency to go around shooting people he doesn’t like because he was raised to see that as normal in his culture.
