Hertz will let do one way but I beleive ther is a 25$ drop off charge.
You can also contact Enterprise rent a Car. Often time they will offer to match or beat any deal that you find. You may want to let them klnow you ahve found a company that is willing to waive the charge and see if they will match or beat that.

Way better than using a shuttle, and relatively cheap too! With AVIS, when you drop off at the airport, they meet you at the car with a scanner, so you don’t even go in, you just hop on the shuttle. Don’t know how the other rental places are though.
