With the water shortage you will need to avoid plants that require a lot of water and get some creative landscaping to make it look good.

I can’t justify buying there, unless to live for free for a year or so and not pay any mortgage and save money. That’s if you don’t mind hurting your credit for a few years. [/quote]
Why take the chance if you rent a nicer place for much less and wait until the market bottoms?
