ParticipantI live next to a complex with this situation in 4s and on one hand I feel very bad for the kids because they have no structure/ values in their lives as most of them live with their grandparents, uncles etc(many immigrants).
On the other hand, because of the lack of structure and values, they trash the place. They dont have respect for property, leave trash everywhere etc. They are reprimanded all the time by neighbors and such.
